Sonia Noorman is a lifelong advocate for transforming child welfare through equity, community partnership, and trauma-informed practice. With more than 35 years of experience, she helped shape Michigan’s performance-based foster care model and is a founding board member of the National Center for Community-Based Child Welfare, advancing national strategies for family-centered and community-driven systems.

Before becoming CEO in 2020, Sonia served as WMPC’s founding Chief Operating Officer, where she built the organization’s infrastructure and led its Performance & Quality Improvement and Care Coordination teams. As CEO, she is committed to strengthening an inclusive organizational culture and addressing systemic inequities within Kent County’s foster care system.

Sonia is widely respected across Michigan for her expertise in trauma-informed foster care and her dedication to improving outcomes for children and families. She holds an M.S.W. and an M.S. in Human Development and Family Studies from the University of Illinois, and a B.A. in Psychology from Calvin College. She is also an alum of the Annie E. Casey Foundation’s Results-Based Leadership Institute.
