Lisa Buggs has served as the Senior Legal Assistant for the Kent County Administration Legal Department since October 2019. She brings over two decades of experience in the legal field, with extensive knowledge of legal procedures, office operations, and the importance of precision and confidentiality. In addition to her legal role, she also serves as the FOIA Coordinator for Kent County, where she manages public records requests and ensures compliance with state transparency laws.
Her professional development has been shaped by a range of meaningful experiences. Lisa served as a Court Appointed Special Advocate for 18 months and has been a foster parent to two of her grandchildren. In 2024, she adopted their half-sister, further deepening her commitment to advocacy and child welfare. These personal experiences have provided her with a unique perspective on service, resilience, and supporting vulnerable communities.
She is also a Licensed Real Estate Agent, offering a strong understanding of property law and transactions. Lisa holds a Legal Office Specialist Certificate from Davenport University, further reinforcing her expertise in legal office management.
In her free time, she enjoys traveling and reading, always seeking new opportunities to grow personally and professionally. Lisa is passionate about her work and values connecting with others who share a commitment to service and community impact.
